There was no blaming Biden on the $7500 EV rebate, I offered it as an example of policy tools to achieve desired economic behavior. Rebates or tariffs, equally powerful tools. The EV rebate goes back to both Obama and thru Trump years. No problem with US consumer paying more taxes as long as the revenue raised is used effectively on deficit reduction, Medicare, Medicaid, ACA subsidies, aid to Ukraine, etc. deficit reduction has to start somewhere.
Canada will pay the tariff. They can then decide to raise their prices to account for the tariff, to eat the cost, take less profit, or reduce their own cost and get more efficient.

And , the entire US Inflation Reduction Act , with its $368B of subsidies for US products, was seen as a H*** disadvantage (a tariff, I might add) on EU suppliers, who were very upset US suppliers got protectionism for their manufacturers. EU subsequently planned protectionism with their own IRA. The EU countries said the US Inflation Reduction Act violated WTO principle of non-discrimination.
