It looks like WTVG's owner Gray Media is buying American Spirit Media, which has owned WUPW since 2012. American Spirit had an agreement with WTOL to take over newscasts, which I assume is ending once the sale is complete.

Did they relax duopoly rules, or is Fox moving to a subchannel of WTVG and 36 becomes MeTV or another lower rated network?

The rules were relaxed a bit in 2017, yes. It just requires a little lip service paperwork about the duopoly making the station better able to serve the public and the FCC grants waivers.
