Blame could theoretically be assigned to multiple things: (IE loosened FDA rules that removed doctor oversight, her delay in seeking treatment, doctors waiting for her blood pressure to drop, and finally her decision to abort at all)
How far do want to go with assigning blame? Hypothetically, if someone got in car crash on the way to pick up the RU-486 drugs, would you blame Georgia law for that too? What of the leftist Ideology that just says it's clump of cells and unregulated abortion clinics are it's safe - how much "blame" should be assigned to this too?
Of course, you make no mention of woman in OP link that died after taking RU-486 that never sought treatment at all in Georgia. Is that Georgia's fault too?
