I find this hard, if not impossible, to believe, even when factoring in all the caveats and spin in this survey. From the article:
According to Nielsen, broadcast radio reaches 90 percent of teenagers (13–19) monthly, ahead of YouTube (75 percent), TikTok (58 percent) and ad-supported Spotify (26 percent). Crucially, radio dominates Gen Z’s ad-supported audio time with 47 percent, according to Edison Share of Ear, outpacing 31 percent for streaming music and 21 percent for podcasts.
My teens listen to absolutely zero radio stations for music, whether it's OTA or streaming it. They honestly couldn't tell you a frequency of a local station. I get that is anecdotal evidence, but I don't think they are outliers either.

Ratings companies never lie about total listenership.

That's some marketing BS. Yes, it "reaches", but does anyone actually care or listen? I have a 14 year old and she could give a shit. Even with satellite radio, she doesn't know the stations, just a song when she likes it.

I would say forced listening when riding with their parents but then I remembered how many in their 30s and 40s listen to satellite or streaming. Even my mother who loved radio during Keener 13 and CKLW days subscribes to Sirius XM and rarely listens to broadcast. She doesn’t even have a radio in her house anymore!

Minister of propaganda might be a more fitting title.
My guess is if a teen is simply exposed to AM/FM radio in a business, workplace, at home, or in the car, even if only one time over the course of a whole month, it's counted as a positive case.
