A Cell Phone Video Question

Often, on the TV news, they'll use video that someone has made using their phone. The video is shown vertically in the centre of the screen with the same aspect ratio as a cell phone screen. But on both sides of the video, filling the remainder of the TV screen, is a blurred video. What is that?

They usually just copy the center video and use it on both sides and blur it so it's not as confusing to the eye, but the overall image (color, tint, brightness) should mimic the main video so it can fill the screen instead of just two big black bars there.
