Moreover, if he loses a razor-close election, he'll just spending the next 4 years campaigning to run again in 2024.

No, we don't. Not to mention there are both state laws and federal laws in play, and I'm sure any local municipalities would make a royal stink over such a threat. Executive order maybe? Even in this absurd scenario, I have to believe that a federal court, perhaps even the SCOTUS, would overturn any such efforts in very short order.

I would think issuing a quarantine and curfew would have the same net effect. I'm sure deep in the statutes a public health shutdown of everyone and everything is a tool that can be deployed. Investors read the news every day and this is what they see.
