Corporate anything is based on quarters... making that next quarterly report black is all that matters. What doing that might affect beyond is no longer concerning. Quarter Hours, that makes sense, and it's why you hear the same shitty songs six times a day on every format.
Today's country is a joke, pop/rock rejects aiming for the bottom of the barrel listeners IMO. When you have autotune on country music, something is inherently broken.
That said, the rule is just stupid and has been since it's inception. I think most of the "research" is faulted and skewed and always has been. I think programming consultants assume listeners actually care about some things they really don't, and vice-versa.
