Another religious broadcaster in the region has a rather predatory predisposition to attacking HS/College non-comms for their authorizations. That one doesn't seem to get any sort of media attention.
Sounds like given the shoestring operation, even an antenna change might be out of the question self-financed, but I'll wager there will be a landslide of donations well above and beyond what is necessary to make the change. I'm thinking their troubles with both frequency assignment and also operations / expenses will soon be over.

As a Class A, 90.3 would be limited by 101.1 WUPY 10.8 MHz IF restriction. If under Class A, 99 watts or an LPFM, would probably work, but it's a unique situation, probably would need a waiver.

WOAS would remain a Class D station, with 99 watts, with a second adjacent exemption to WGGL 91.1 Houghton as if it were a translator. A Class A station with at least 100 watts does not seem to be an option. The Class D does not seem likely to be further bumped by another higher Class station.

Click the Technical Exhibit. As we surmised, this channel change application is about as complicated as it gets. Many considerations. It is on the same frequency as CKPR-FM Thunder Bay. That shouldn't be a problem under the agreement. I would have thought that a waiver request, Yes on the checklist, would be needed for the translator type exemption, but that could be amended if necessary to specify a waiver request in the application checklist. Our speculation about the complexity of this was well placed.
If you read it, it will take a while to digest.
CKPR-FM 91.5 is not accurately reflected in the US Database, as seems to frequently be the case since they changed to the new system. Wikipedia has it more accurately.

If you bothered to read the attachment to the application, you would see that there are dozens of frequencies they could have moved to.
Are you saying that if some University wanted to put an NPR affiliate there on that channel, you would have had the same reaction? You seem to have a totally irrational animus toward Christianity and Christian radio.
I think that they probably should have offered some help to relocate WOAS. But all the nationwide publicity has probably resulted in far more help than they could ever have imagined or received from the Class A applicant.
WOAS also had decades to try to relocate or become a 100 watt Class A station, as hundreds have. It was public broadcasters as I recall reading in the 1970s that regarded 10 watt FMs as a waste of spectrum space. There were only a few Christian FM stations at that time. They were talking about High School and other student staffed 10 watt FMs like WBFH being a waste of spectrum space. Read the views of the people who proposed and commented on all of the upgrades and elimination of 10 watt FMs. I did decades ago.

Easy, if you have the budget to do this. This was Ontonagon, not a suburban stick. Coming into town and pouncing on the little guy is super shitty. NPR requires local staff for their affiliate stations. KLOVE has hundreds of signals with nothing but a leased tower, so not a great comparison.
