Warped Windows, how best to insulate gap?

So, my windows are warping and letting in H*** drafts. Cannot afford to replace them right now. My problem is that I live in a condo that has had uneven door jam issues as well as windows. It is due to road work done at the street by the city a few years before I moved in, and the problem wasn't really apparent until a few years ago, at least for me. Due to further settling in the road since then, the problem is worse. Can I go to Lowe's and get spray insulation or am I stuck with weather stripping? It doesn't have to be pretty so long as it doesn't stick out from the street, just be functional and simple as I am not a DIY guy. In past years, I could crank up my space heater at night. However. electrical bills prohibit thaf now.

Can you remove the molding/trim around the window and post a picture of the gap? I may be able to help with that as I had this issue at a rental property a few years ago and the fix was easy and worked..

Are the windows wood I assume?
With YouTube as your bible becoming some level of DIY isn't daunting.
You either become a DIY guy or you pay someone else.
Try looking at some YouTube videos. You might say "I can do that".

Would heat shrink plastic work?
Rather than try to explain what it is, here's a link. You can get it for inside or outside. Basically you put it up, hit it with a hair dryer to make it air tight.
Lowe's, Home Depot, any hardware store will have it.

So are your gaps between the glass and the vinyl or between the vinyl and the wall / casing?
