At some point they're going to have to land on one side of the fence or another. Either the unborn baby is a person wothry of protection and rights or it is just a collection of cells.

Not every "collection of cells" is a person. Some "collections of cells" are plants, some are animals.
At some point, the "collection of cells" in a womb turns into a person. The debate is if that starts at conception, prior to conception, or after birth.
Going back to the original post, if the local prosecutor in the case is going to charge the trooper with harming that "collection of cells" then they need to be consistent with other cases where harming similar "collections of cells" happens.

That is similar to saying that if you support a womans's right to choose, you are supporting legalized murder of unborn babies.
