So, when a cop's ignorance causes an accident that kills an unborn child, that cop is charged.

Yes, those cells are human, but perhaps not a person. I shed cells every day. If you scooped up all the cells I've shed you'd have a "collection of cells" that are certainly human but in no way, shape, or form are a "person".
