The adage "be slow to hire and quick to fire" should be the police department motto.

Unfortunately, most people think the “good cops” are those that don’t go around brutalizing people. The “bad cops” are also those who stand by and say nothing when the “bad cops” act inappropriately. That’s most, if not all of them.
