Republicans have offered up 23 days. That puts the ball back into the Democrats' court. What if they refuse to sign onto 23 days because they want 70? There will be political fallout, no doubt. Not sure Republicans would take the blame.
Where things get dicey is it is unclear how many Republicans want assurance from Whitmer that any future extensions to stay-at-home orders are to be less restrictive than the current ones (like as mentioned in that one article - landscapers, golf courses, etc). Not sure if there are enough of those votes to derail the negotiations.
If I had to make a prediction, there will be a deal for a 23-day extension with no strings attached.

A compromise would likely be 38 (mid-May), but I don't Republicans even want to give that much right now - especially considering that the projections I'm seeing suggest that Michigan may be one of the first states to reach its peak - on April 10.

Well again 70 is for the State of Emergency which unlocks funding. 28 or 35 days could easily be how far the order is extended and that’s it. These are really 2 separate but related issues we are discussing. That says social distancing would likely end a month from peak which would be April 9th. So May 9th which is a 32 day extension?
Clearly you see no chance of the GOP simply saying “pound sand” and letting things go back to normal on Tuesday.

I can't imagine a scenario where SOMETHING doesn't get done tomorrow or Tuesday. Just an interesting situation that has arisen - quite frankly I can't believe this wasn't resolved before the weekend.
As to the length, Republicans are wary (and rightfully so) that Whitmer may extend shelter-in-place for the entire 70 days if they were to give her that amount of time. Even 70 days out, there will likely be more cases in the state than there were the day shelter-in-place went into effect.
