Is ≤2dB a good noise figure for an amp or should I get one that has less noise?

The antenna it came with also has a noise figure of ≤3dB. Not sure if that includes the amp's noise or not Is that good or should I get an antenna that has less noise?

There shouldn't be a "noise figure" on the antenna unless it's got active components in it.

Is the 3 DB an ANTENNA GAIN figure ??
Depends what freq range you are on and what is the signal that you are listening for ??

There shouldn't be a "noise figure" on a passive device. By definition it's the noise that's introduced and added by the device to the incoming signal.

If it includes some type of active components, like a preamp to overcome the loss in a filter (like an LTE or FM filter) then it would make sense.
