I couldn't figure out why 103.5 would be broadcasting on 87.7. It's long gone now. But I am getting US103.1 strong when I'm so close to W4.

For the record: You may be hearing something below the bottom of the band before long.
Dark Home Shopping Network translator W38DH in Toledo has been displaced by the spectrum auction, and they've been granted a CP to move to channel 6 analog.
If and when built, it will put an FM signal out at 87.74 MHz. In all likelihood, they will place an inconsequential image on their video carrier and their actual program of audio on 87.74.
There are many operations like this around the US. One such operation actually outrated a 50KW Class 1-A station.
DXers have nicknamed these stations "Franken FM" stations.

The Franken FMs will be gone in 2021, as that is the hard deadline for LPTVs to go digital.

We've been hearing that line of baloney from the FCC dating back to 2015 or earlier. The date keeps getting extended.
I predict the Franken FM signals will always be around.
Stations in Chicago, Atlanta, Cleveland and Washington have done OK at that dial position, with Chicago seeing the best success.
I'm surprised no one in Detroit has ventured to use that freq.

I have a device that allows me to broadcast to certain frequencies lower down on the FM dial.
It plugs into a headphone jack, and I move the switch to the frequency of my choice.
It does not send a signal that far though.
But if I was using it in a car, other cars driving next to me could tune in to the station and hear my device.

I have one of those things on the way. You can set it to a certain frequency and broadcast your phone or music player if you're like me and don't wanna invest in a new car stereo and the tape deck stopped working. I'm gonna run it inside my car and see if it can reach my home receiver on the opposite side of the house.
Not too many available ones out this way, though. I get reception on 88.1, 88.3, 88.7, 88.9, 89.1, 89.3, 89.7 and 89.9 in the car.
