She has regulatory control over businesses. I guess you're just going to need to re-read everything because you seem confused. Anyone working at a business must wear a mask.

Everyday citizens are asked to wear a mask but it is not an enforceable part of her executive order. It is a strongly recommended action you should take.

They tried this in the Spanish Flu pandemic as well... the issue was enforcement there too.. there were tickets and $500 (that was a LOT back then) fines and such. But as now there was a vocal minority that didn’t like it. I’m surprised the legislature let all of this roll through... this seems to be more evidence that the vocal minority isn’t even on the same page with their own party...
