She has regulatory control over businesses. I guess you're just going to need to re-read everything because you seem confused. Anyone working at a business must wear a mask.

Everyday citizens are asked to wear a mask but it is not an enforceable part of her executive order. It is a strongly recommended action you should take.

They tried this in the Spanish Flu pandemic as well... the issue was enforcement there too.. there were tickets and $500 (that was a LOT back then) fines and such. But as now there was a vocal minority that didn’t like it.
