What about Flint City council voting for this? I know they had an EM, but why is their role ignored?

I'm more curious about former mayor, Wayne Walling, who seemed perfectly willing to ignore his citizens who raised concerns regarding the taste, color, and abrasiveness of the water. He was also a big proponent of making the switch (even though the water treatment plant was ill-prepared to properly treat the water it was sourcing from the Flint River, something he arguably should have been able to determine).
I'm unsure if the council members sat silent or pleaded for the EMs to take action to correct the water quality issues.

It has been known for years that water in rivers is more acidic than water from lakes. When Flint switched, they should have known that they were getting more acidic water, and put in a treatment plant.
On the other hand, if you build a treatment plant, it would cost more than getting the water from an outside source.
Many of the politicians do not understand scientific issues, so they thought that water from the Flint river would be the same as water from Detroit. 'Water is water'.

Flint's problems are 100 years old.
Blaming the last administration is like blaming the last doctor of a morbidly obese smoking diabetic with cancer for "killing him". Maybe, just maybe if that last doctor did something slightly different the patient would have lasted a couple more months or a couple years, but nowhere with the "quality of life" of a normal human, and most of it would have been due to their own actions, not the doc.
Sure, there are several folks who could have handled things better, but Flint was (and had been) in very poor shape for ~40 years. The residents of the area continued to support their politicians who were doing nothing to improve the area or take care of issues that have been there for 100 years. They had been using the Flint River for their water source up until just about 40 years ago when they switched to the DWSD, but had done nothing of substance for any of their own infrastructure that had been there for 100 years.
