Not sure I would consider Clint as a local on-air personality. I looked through the cast list and didn't see any on-air folks I'd recognize, but they might not be listed if they were just on a tv screen in the background.

Did they film any of Gran Torino scenes in Windsor? Looking at IMDB, here's the locations they show for the shoots:

I thought that was Clint driving the car near the Detroit River on the other side of Windsor, ON.
