Why does WADL's airing of Bob's Burgers tonight look like a compressed mp4 file of a VHS transfer?

They have something like 7 digital subchannels (1 x 1920x1080, 4 x widescreen 480i, 1 x 640x480i and one audio-only at 192 kbps), so naturally, the bitrate's gonna look a bit low at times.. but if they were to adjust the compression and video quality settings on their digital encoder, they might be able to squeeze out a slightly better image... especially if they were to move to variable bitrates for all their subchannels (high-action subchannels could borrow bandwidth from those that don't need much, like kids cartoons, or infomercials).. that was proven back in 2006 to 2013 at various TV stations in Los Angeles regarding multiple HD feeds, and comparing them to possibly rolling out MPEG-4/H.264 for video encoding as well.
