What has Whitmer accomplished, policy wise (of a non-EO nature)?
On what campaign promises has she delivered?
Under her watch, we've had two catastrophic dam failures, a bumbling Michigan UIA, Flint water crisis villains walk free, zero state action to mitigate shoreline erosion along the Great Lakes, inertia on a permanent solution for Line 5, and no permanent funding fix for roads.
Then, after denying she would seek a large tax increase during her campaign, one of her very first actions in office was to propose a massive tax increase that even some members of her own party found deeply objectionable.
On top of all of the above, she stuck COVID-19 patients in nursing homes that were ill-suited to deal with such admittees, subjecting employees and especially incumbent long-term patients to dangerous health risks.
After mounting great resistance and only after threats of citizens initiative by Dan Gilbert, she begrudgingly signed auto insurance reform into law. (At least she signed the bill. Thank God.) She knew creating a rift between herself on one side and Duggan and Gilbert on the other side would be politically toxic.
But don't worry - she's mandating health professionals to take unconscious bias training, which more than makes up for all of the above shortcomings!
If she's chosen, it'll be because she generates favorable first impressions and is charismatic on camera. It certainly won't be because of her policy chops. The sheer thought of her being next in line for the Presidency on a Biden - Whitmer ticket frightens me. Although, I will say her knowledge of foreign policy has not yet been put on display (as far as I know). Maybe she would surprise me in that area, but I strongly doubt it!

Joe Biden is smart, which is why he will select Whitmer over Susan Rice.
Let me start where President Trump missed a big score. Selecting Raymond Kethledge, a Big 10 alum and lifelong Michiganian for the Supreme Court in 2016. Stabenow and Peter's would have voted against him (possibly sinking both for re-election) and Trump (assuming Republican support for the confirmation) would have higher approval numbers here. It would have dented the victory margins for Whitmer and Benson, and might have tipped the AG race. Whitener would also have lower approval ratings if she aggressively went after Kethledge. Kethledge wouldn't have been the preferred choice for the pro-life crowd, but few of them seem willing to give up their pill contraception that is often categorized as an abortifacient.
Biden will pick a Big 10 product, this will help him win Ohio and Wisconsin. Biden has to win the electoral college, not get 2 million more votes in the popular election. Whitmer is comfortable talking about faith, as is Joe and this matters to female voters to a much greater degree then men.
