I disagree. Myself I think under 18 is too young for them to decide yet. As far as the parental consent, let's be honest.
More and more parents are space cadets that let in to whatever their kid wants.
Like i said earlier, I do feel the government should stay out of it once they turn 18. They're an adult.
But I'm just not convinced, even into the early 20's, that like tattoos, going thru transition surgery can be a whim decision that some (certainly not all) will regret as they get older.
