That's because they make decisions now with the backroom deals rather than debate on the floor.

They should be making LESS decisions overall (less influence over every-day functions of the citizens) and spending more time on debating the decisions they HAVE to make so they make higher quality ones.

6 years? Personally I'd be a proponent of 12 years (2 Senate terms or 6 House terms).

And btw - let's remember that the President is limited to 10 years (and under most circumstances, 8 years), and that seems to work fine at the highest level of government.
