I just hope everyone is prepared for a time when allied intelligence agencies refuse to participate in gathering or sharing information with the United States because we can't be counted on to swiftly and harshly deal with individuals who would betray that trust.

My point was if overseas agencies start to believe information they pass along to the US may compromise their own information apparatus because we can't maintain secrecy then it shouldn't be any surprise they would cut us off. To be sure it would include intelligence our agencies could not gather if not for their cooperation. The entire effort is based on a degree of mutual trust which appears we've squandered.
