As someone who lived there for 10 years and is a friend of several state leaders, I would disagree.

Every state has exceptions, but don't be surprised if the legislature does something.

All the police have to do is say it was 'necessary force'. Then they can do anything they want. It is up to you to prove that it was not 'necessary' force.
