New York and Chicago were all in with respect to their sanctuary status — until they were hit with the challenge of actually providing sanctuary. In other words, typical liberal hypocrisy.

We can and probably are in the process of doing so, but that said, it will create some difficulties for refineries because of their dependence on "heavy oil", or oil rich in sulfur. That said, heavy oil isn't a truly rare commodity and we can cut Russia out, just need other places to marginally increase capacity. We need to confiscate the Russian oil. Let the tankers unload, but not pay the Russians for it.
