As someone with a bit of experience in these matters, I have found that the behavior of canines in social settings, or lack thereof, is normally because of multiple failures on the owners part.
New York and Chicago were all in with respect to their sanctuary status — until they were hit with the challenge of actually providing sanctuary. In other words, typical liberal hypocrisy.

Kids in cages at the border? ACTUALLY HAPPENING, but there is ZERO in the press, in sharp contrast to what they did two years ago. Over HALF of the spending in the "stimulus" bill has NOTHING to do with COVID, but the press won't even cover it, nor even mention it. They ONLY talk about the cash handouts, which certainly are popular.
