This may be an opportunity to ask a little help with something.
I've had union officials tell me that when Right To Work laws were first being enacted, the unions fought for the right TO represent the non-union workers. The thinking was the worker would appreciate what the union did for them, and join the union.
I've searched a few times on Google and never have found anything affirming this. Has anyone else heard this?

That isn’t the case. A true right to work law would let you choose to be in the union or not with the understanding that you are at will if you forgo representation.
