This may be an opportunity to ask a little help with something.

I've had union officials tell me that when Right To Work laws were first being enacted, the unions fought for the right TO represent the non-union workers. The thinking was the worker would appreciate what the union did for them, and join the union.

I've searched a few times on Google and never have found anything affirming this. Has anyone else heard this?

That isn’t the case. A true right to work law would let you choose to be in the union or not with the understanding that you are at will if you forgo representation. The idea here is to bankrupt the unions.
