If I remember from articles I have read on auto blogs a lot of New Yorkers don't own vehicles and rely on the transit system to get to and from work. This includes many medical workers. I would guess that is one reason they are still running.

Schools open - check (WAS)
Subway running - check

low car ownership - check

You forgot the big one... the most densely populated city. Everything you do there is within feet of tons of other people, whether it's just walking down the street or going to get a bite to eat. Crowded elevators exacerbate the problem.

We know it lingers in the air a bit too. I would not doubt that you get some spread from open-air high rises with the virus falling on folks below, perhaps many many floors below where it originated.

And you forgot another - it’s a massive gateway to the United States - as are all the “wet edge-dwelling cities/states” with deep harbors, and one or more airports.

Many also have so-called Chinatowns. Many Chinese-Americans traveling to and from visiting family/friends in China. And also welcoming them as they come to visit here. Just like all loving/caring families do all around the world - no matter their ethnic ancestry, country they live in, or country they travel to when visiting family/friends.

The travel ban on China helped the United States, according to Dr. Fauci. Even though the virus was probably already spreading through the gateway cities and states.

Meanwhile it’s a cryin’ shame and an utterly inexcusable massive error that BEFORE and SINCE the China travel ban - President Trump has largely sat on his tiny hands, and twiddled his thumbs - in his
arse.

You missed another one - that their mayor was on national TV on March 10th encouraging everyone under the age of 50 to just go about their normal daily lives - because as he put it, the virus isn't really that contagious and because it isn't any worse than the flu. It is amusing to me that the same people who say Trump wasn't doing enough in February at the same time give DeBlasio a free pass for not only doing nothing, but also encouraging life as usual, a full month later.

Notice that what DeBlasio said was the prevailing thought at the time. We now know differently. Trump just plain did nothing while Rome slowly started burning for 2 months.

My question is - after what happened on 9/11/2001, how was New York City not better prepared for a crisis? And what steps will they take after this is over to ensure that something like this doesn't happen again?

On a side note - the terrorists and bad regimes are watching the free world. And what they're learning is that a biological weapon would be far more effective than anything else they could possibly conjure up at bringing the entire free world to its knees. Even the effects of 9/11 were largely regional, and life around the US and Europe didn't come to a grinding halt. And this virus only has a reported mortality rate of 2.5 to 3 percent (likely 1/10th that if you believe the experts who say that only 9-12% of cases are being reported). Can you imagine a biological weapon with even a 10% mortality rate?

Because they are necessary to get round in a city where there aren’t that many people with cars, so the essential folks need to get to work still, so it’s not dumb, it’s essential that they run.

On buses the windows can be opened. There is also Cabs, and Uber/Lyft, if they would allow it.
