He told people UNDER 50 to go on as usual. At the time the disease was believed to mostly infect old people (60+) and those with compromised immune systems. Notice he didn’t tell them to go on as usual? The people he said that to generally fall in neither category. It didn't become a pandemic attacking old people. What part of state of emergency in New York screams.....for old people only? They weren't shutting down schools and colleges and college sports because it was an old peoples disease.
