The Fairbanks Alaska school system sets -20F as the cutoff point for kids playing outside at recess.
This cold is unusual for southern Michigan but that is a bit subjective. Those kids in Alaska are not biologically different they just have different cold weather gear.

I don't think America is "weak" so much as ill equipped for unusual events. Ill equipped can be understandable if the event in question is rare. My youngest daughter has lived in Lexington Ky for almost 14 years and they are ill equipped to handle 2 inches of snow. If it snows 2-3 inches in Lexington there is mass closings and general chaos.
