A town of 8,000 has four police departments and fire departments?

If they do, they must tiny.
Some churches have more than 6,000 in attendance so $23k is crazy for 6,000 person short-term event.

They were mutually assisting from other departments outside the town... How can you be that dense that you don't know how this stuff works? It's not even remotely close to your church example.... Not too many people are gonna be there to shoot the pastor or disrupt things... With a political rally it's way different.
