Have we gotten to the point where "systemic" is now just a buzz word used to emphasize something, and just attached to whatever needs said emphasis, rather than things that are actually systemic? I am not even sure if most people know why "systemic" is used in conjunction with "racism." A good place to start is looking up "Red lining," followed by looking up the definition of "systemic."
Putting the word systemic in front of the word ignorance makes just as much sense as it does in front of racism.
