That "other signal" will probably be a crappy translator or HD-2 / HD-3.
As for 103.1, the new format choice is a smart one. I'm stunned country lasted as long as it did given multiple years of terrible ratings (ironically, the ratings began to improve within the past year).
With both WJHM and WPYO now out of the mix as Rhythmic CHR or Hip-Hop stations, flipping 103.1 to Rhythmic CHR was a no brainer.

Orlando still effectively has two country stations, as 97.5 WPCV, while focusing all its ad money on Polk County, puts a very good signal over most of Orlando from its (100kW) stick less than 20 miles south of Disney.
