There is something I always wondered about TV and Radio in Northern Minnesota. Stations that begin with a K are west of the Mississippi River and stations that begin with a W are east of it. That river begins at Lake Itasca in northern Minnesota. How do they determine K And W prefixes when there is no river?, (the location is north of that lake for example International Falls.) I would guess either each station would make its own determination, or an imaginary line is drawn from Lake Itasca to the border.

That seems to be the case. I did a search of Radio and TV stations in northern Minnesota. In Duluth which is 155 miles east of Lake Itasca have stations that begin with both K and W. International Falls, which is also east of that point, has three radio stations that start with K.

If I remember correctly, someone at an NRC convention several years back said that stations in Minnesota and Louisiana (the only states with land on both sides of the river) are free to choose an available call sign beginning with K or W.
