There is a setting that blocks you from posting for :30 seconds after your most recent posting. It might have been disabled with the recent rebuild.

Essentially it's your browser resending the submit packet because the server isn't responding promptly. Increasing the server bandwidth would resolve this, but that is $ with many hosting companies.

You can also edit any of your own posts at any time. Any post edited after a response has been posted will display a time stamp and edit count.
