The Agawa Canyon rail tour in northern Ontario used to be pretty busy, but I think it was always tagged as a scenic / tourist ride, maybe not so much a commuter line. I don't know that the scenery between A2 & TC is all that... and if a rail system for people with no particular place to go is viable.
Then again, the Canadian roads up that way towards Wawa were never much to brag about, either, so maybe that train was mainly commuter?
Either way, I doubt A2TC can be all (or enough) things to all people required for financial success.
