The way I read it, power limits are still in place The method to measure power is changing.

For years the FCC has limited the maximum power output capability of an AM broadcast transmitter relative to the station's licensed operating power. For example, a 1 kW AM station could not use a transmitter rated for 5 kW output power, etc.

Sounds like the FCC has decided that doing so is no longer an issue with them.
