So I'm curious then - if visitors will be allowed to charge their vehicles, will that electric bill ultimately go to the taxpayers? And if so, how is this any different than if the governor had a gas pump installed and had the state pay for the gasoline?

I did considerably worse on the '17 version, scoring a 145. But that isn't a normalized score (ie, normalized to 100 being average) and my percentile was top 37% (so 63rd percentile).

I took the 2015 version and scored a 225/315. Not sure how that translate to an IQ but that was the score it gave me.
I took the 2016 version and got a 141 general IQ (140 for visual, 140 for logic, 144 for number).
