There is a rule-making, public comments are accepted then 5 knuckleheads make rule that no one wanted or even knew was coming. Once that happens they freeze things so...

If we actually lived in a capitalist society, I might agree. Today, the ultra rich manipulate regulations to put markets solely in their favor. That's not free market.
