I'd say that the biggest reason it was not utilized is that RCA NBC was trying to bump it off so it wouldn't compete with AM. Then WW II began and they had an excuse to move slowly. Then WW II ended, and they found an excuse to move it to 88-108 MHz where Sporadic E didn't cause interference (ha ha)...

E Skip, F2, and other Skip models can be statistically described by a two axis graph with loss over free space and frequency, with probability curves. The lower frequency reflection happens with greater probability. I'll find the graphs if I can.

I had a WJBK Survey from Hudson's in Northland in 1964. It showed both the AM and FM 1500 and 93.1 frequencies. Of course, it didn't survive the next Spring Cleaning. Had a WILS Survey from Hatfield's (yup, Hatfield's had some out of town surveys) with both 1320 and 101.7 shown. Met the same fate.

I remember Rockin' Robbie from WDRQ 1030 Sterling Heights in 1988. Does that count? His father had such a station on AM around Flint in the mid 1960s, called WDAW 1200, when he was young.

You can run a format off a PC or Mac with the right software. You don't need much power or generators to do that. Then you could have battery powered STLs, assuming there is not some rule that forbids it. With LED lights and desk lamps, you could do the whole operation for days. No coffee, toast, or...
