What about Smooth 107.5? I know it has historically been a dying format, but would Smooth Jazz do any worse than Hot 107.5 has been doing billing wise? Furthermore, Smooth Jazz still keeps the urban appeal that WGPR has historically had.

The one major flaw of the station is their afternoon drive host. Having Chris Edmonds or Kevin O'Neill would be markedly better than Ian Richards, who sounds out of place on such a station.
