My guess is that they simply stopped the LMA payments because the stations are often off the air or running really low power, or running illegally like the pirate in Traverse City. It would be far better if the stations were sold rather than cancelling licenses. Cancellation would result in the frequencies remaining silent for years, with all the appeals and challenges that could occur.
