The channel itself isn't supposed to drop until June 25. And this is Ch.12; remember how long it took to start 12.3?
Hoping for MeToons in 6/25, but not holding my breath.

Why does it take so long for a new channel to actually show programming? Example: the “new” 12.3 channel.

Both my tvs' channel guides show The Grio's channel line-up for 12.3, with the same "Coming Soon" on-screen.
