Yes. It could be used to send the VGA output to a TV set that has component input jacks (an HDTV). Look at the wire colors on the cable you bought to get them to "lineup" as in the photo below. Looks like a VGA video to old style stereo audio and composite video outputs.
Some things in computer video tech have changed from year to year leaving a lot of fine equipment in the scrap heap or Parts bin.
