36 is top-channel after the repacking is done, not 35. I think 36 was the intended top channel all along. The way I read 47CFR §73.623, one DTV station is said to be causing interference to another if it is one fifteenth as strong as the other station at its 41dBμ contour.

Two stations at 41dBμ in the same place would be a mess.

Another strange thing about WHNE-LD's application: The filing refers to channel 3 as the "only channel available". According to the FCC website, there is now no channel 2 facility within 475km*. On channel 2, they could have an omnidirectional facility. That would be heck, the interference is worse...

I've been wondering if PBS is available OTA in Flint Proper.
I guess it is near-fringe to three PBS stations, equidistant WKAR, WTVS and WDCQ.
I believe there is or was a Channel 9 LPTV in Flint, and it would be nice if a PBS station could run a subchannel of it (or some other translator).

WNEM easily meets principal community coverage with a site near Frankenmuth. The digital principal city contour is far greater than the analog contour was.

This is why WPXD, still licensed to Ann Arbor, can transmit from Southfield.
