I guess I don't understand the move.
So far, the playlist doesn't look a ton different from what K106.3 played. The main differences appear to be a little less 70's rock, a somewhat mellower sound overall (K106.3 was already pretty mellow by rock radio standards), and absence of any currents or recurrents (which K106.3 played sparingly anyway).
I still see plenty of 80's & 90's rock on the playlist and very few non-rock songs.
Blackburn must feel the repositioning will attract more in the way of female & at-work listenership?

A pattern certainly seems to be emerging with regard to Blackburn's preferred cluster setup:
- 1 Hot AC
- 1 Classic Rock-leaning Adult Hits
- 1 Country
Chatham-Kent, Windsor, and now Sarnia-Pt. Huron all adhere to the above mix of formats.

Doubtful. 100.7 Windsor is licensed as a repeater of 95.1 Chatham-Kent and therefore can't change. 106.3's signal doesn't penetrate the heart of Chatham-Kent well enough for it to be a separate format targeting both Sarnia and Chatham. If anything, I could see them consolidating the programming on all three signals with the same playlists and same jock lineups etc. (assuming the CRTC would allow that - I'm not familiar with all of their rules).

They also have the same setup in the Wingham area - 101.7 The One is hot/young mainstream AC, 94.5 The Bull is classic rock/hits, and AM 920 CKNX is country, although CKNX is classic country unlike its sisters in Chatham-Kent, Sarnia and Windsor/Leamington. I think Blackburn's format strategy is meant to consolidate listenership into the in-market signals, so as to maximize advertiser reach for the intended audience.
When 95.1 & 106.3 aired different formats, I'm sure some Chatham area listeners tuned into 106.3 and some Sarnia listeners tuned into 95.1. (106.3 delivers a projected 60 dBu signal to Chatham, which is stronger than virtually all Detroit based FM stations).
Now, Sarnia listeners have less reason than ever to drift to one of the Chatham-Kent signals and vice versa.

With this covid thing and the radio economy hurting so much especially in Southwestern Ontario, it’s possible Blackburn may sell some properties in the future. The Windsor stations seem to be the weakest ones for making money. On another note on the CHKS 106.3 page on Wikipedia it claims Cool 106.3 is in HD, which I doubt.

They won't sell; this is the worst time to be a seller.
At least prior to COVID, the commercial loads on the Windsor stations were at their highest point in memory. Still not great by any stretch, but much better than I remember ten or even five years ago.
