You are one dense motherfucker, aren't you? The article you quote says PRESUMABLY. While it would make sense since the vote is a Democrat issue, it doesn't mean that 12 Republicans are selling votes. That is one hell of a leap you are making. It would seem more likely that the individual selling his vote thought he could persuade his colleagues to vote with him INDEPENDENT of his side deal with organized crime.

I'm reasonably certain that this has happened in the past but it was Governor Brown who was being pursued by the State Police.

I'm sorry you can't read, but there are numerous stories stating the fact that the FBI has a state legislator of the Republican persuasion suggesting there are 12 votes that can be bought. All caps doesn't really change that fact.
