Simple: Detroit is crime ridden. Detroit Metro continues to lose population (look at census projections) when every other major city (including Cleveland) is growing. Detroit keeps dropping on the Nielsen market ranking. Does that make it clearer?

Other than that brief relapse between 2014 and 2015 its gone up every year.

This chart will help you better understand. Yes, the metro area grew a whopping .06% in 10 years.... Minneapolis will be passing us soon enough...Nielsen DMA Rankings 2019 is a highly accurate list of the nation’s markets ranked by population.

Yes, you are correct the DMA is growing very slighy. Detroit proper isn't. The DMA grow rate is less than the natural growth rate, more people leave than stay.
