I think not voting would be considered a referendum or a vote of no confidence. I don't like either choice and shouldn't have to vote for one or the other just for the sake of voting.

It's bad enough that the 18-21 can vote anyways. Most of them cannot take care of themselves, not make important life decisions. All those ages are random, and really have no basis in fact or research. I know 17 year olds I would put in charge of my retirement account, and 30 year olds who I "can't even trust with cigarettes,... alcohol or functioning in a casino." But if an 18 year old can't be trusted to vote...
